The Farm Bill: Third Time’s the Charm? Third time’s the charm? Horticulturalists predict that, due to the late spring, asparagus plants will sprint from dormant to fast-growing shoots in no time flat.  It’s a little like the way Congress is approaching the Farm Bill this year.
